The black double-headed eagle comes from the 15th-century seal of Gjergj Kastrioti Skanderbeg, who led a 25-year resistance against the Ottomans. Ismail Qemali raised the eagle flag at Vlore on 28 November 1912 to declare independence; the communist regime added a gold-bordered star in 1946, which was removed in April 1992.
