After the Dayton Agreement ended the war, Bosnia's parliament repeatedly failed to agree on a flag, so High Representative Carlos Westendorp imposed this design on 4 February 1998. It deliberately contains no ethnic, religious or historical symbols, borrowing instead the neutral blue-and-stars palette of Europe, with the triangle roughly matching the shape of the country itself.
